<br />LAND USE ELEMENT <br /> <br />Noise Exposure <br /> <br />Persons living, working, or othelWise visiting the City are subject to noise <br />from a variety of sources. While traffic noise from major roadways and <br />freeways within the area are the greatest contributor of noise, stationary <br />sources produce a significant share. Noise is an important consideration in <br />formulating the Land Use Plan, in that the Plan must consider land use <br />compatibility in order to ensure that activities generating high noise levels are <br />not located in areas where noise sensitive land uses are found. <br /> <br />City's Noise Control Ordinance - The Santa Ana Noise Ordinance <br />establishes standards for maximum noise levels within residential <br />areas of the City. The exterior noise level standard is 55 dBA from <br />7 AM to 10 PM, and 50 decibels (dBA) from 10 PM to 7 AM. The <br />interior noise level standard is 55 dBA from 7 AM to 10 PM. and 45 <br />dBA from 10 PM to 7 AM. Standards for impact noise, simple tone <br />noise, speech, music. and any other combination are 5 dBA lower <br />than the above standards, and noise levels exceeding these <br />standards are limited to relatively shorter periods of time. <br /> <br />Building Insulation Standards - The California Administrative Code, <br />Title 24, Building Standards. Chapter 2.35 outlines noise insulation <br />performance standards in order to protect persons within new hotels, <br />motels, apartment houses, and dwellings other than detached single- <br />family dwellings. This section of the Government Code requires an <br />interior noise level of 45 dBA or less for residential projects. <br /> <br />. <br /> <br />Noise Land Use Compatibility - ... Residential uses are normally <br />unacceptable in areas exceeding 65 dB CNEL (Noise Impact Zone <br />1) and conditionally acceptable in areas between 60 to 65 dB CNEL <br />(Noise Impact Zone 2). <br /> <br />(Revised February 2, 2009) <br /> <br />A-46 <br /> <br />Resolution No. 2009-011 <br />Page 38 of 42 <br />
