Responses to <br />Environmental Checklist <br />For CEQA Compliance <br />No Impact <br />According to the Orange County Airport Environs Land Use Plan portions of Santa Ana are impacted by <br />aircraft noise. Approval of the amendments to the Municipal Code to establish an ordinance for the <br />regulation of massage establishments and massage technician permits would not facilitate development <br />within areas impacted with aircraft noise. Through the land-use certificate and conditional use permit <br />process, future massage establishments implemented under the proposed ordinance would 6e evaluated <br />for potential aircraft noise impacts and would be subject to the City's noise standards. <br />POPULATION/HOUSING <br />A. Induce substantial population growth in an area, either directly or indirectly through <br />extension of roads or other infrastructure. <br />B. Displace substantial numbers of existing housing, necessitating the construction of <br />replacement housing elsewhere. <br />C. Displace substantial numbers of people, necessitating the construction of replacement <br />housing elsewhere? <br />No Impact <br />The proposed amendment to the Municipal Code to establish an ordinance for the regulation of massage <br />establishments and massage technician permits would not induce substantial growth in the City or <br />displace substantial numbers of existing housing or population, in that approval of the proposed <br />ordinance would not involve any activities that would generate additional population or displaces homes <br />and/or population. <br />PUBLIC SERVICES <br />Fire Protection, Police Protection, Schools, Parks, Other Public Facilities <br />No Impact <br />Approval of the proposed amendment to the Municipal Code to establish an ordinance for the regulation <br />of massage establishments and massage technician permits would not increase the demand for <br />additional public services over current levels of service being provided in the City, in that the approval of <br />the proposed ordinance would not involve any activities that would substantially increase the demands for <br />public services. Through the land-use certificate and conditional use permit process, future massage <br />establishments implemented under the proposed ordinance would be evaluated for potential public <br />service impacts. <br />RECREATION <br />A. Would the project increase the use of existing neighborhood and regional parks or other <br />recreational facilities such that substantial physical deterioration of the facility would <br />occur or be accelerated? <br />B. Does the project include recreational facilities or require the construction or expansion of <br />recreational facilities, which might have an adverse physical effect on the environment. <br />75C-61 to <br />
