<br />SANTA ANA CITY COUNCIL COMMITTEE <br />PUBLIC SAFETY <br />Minutes of Meeting <br />November 25, 2008 <br /> <br />CALL TO ORDER <br />The meeting was convened at 5:40 p.m. at Santa Ana Police Department, 60 Civic <br />Center Plaza, 4th Floor, Santa Ana, California. <br /> <br />ATTENDANCE <br />Council members present: Claudia Alvarez, David Benavides, and Sal Tinajero. <br /> <br />Staff present: Police Chief Paul Walters, Fire Chief Marc Martin, Deputy Chief Tony <br />Harrelson, Police Commander Ruben Ibarra, Assistant City Attorney Paula Coleman, <br />Sg!. John Folio, Forensic Services Supervisor Heather Heider, Janet Chop and Loretta <br />Tafoya, Recording Secretaries. <br /> <br />Public present: Pastor Kevin Brown <br /> <br />SUMMARY OF DISCUSSIONS <br /> <br />1. APPROVAL OF MINUTES <br />Approved Minutes of the September 23, 2008 meeting. <br /> <br />2. RELEASE OF PRISONERS FROM OTHER COUNTY FACILITIES <br />Assistant City Attorney Paula Coleman researched to see if we had any policies <br />or agreements with any cities on the releasing of prisoners. There are no <br />policies. Committee Member Alvarez wants to meet with the O.C. Sheriff to <br />develop a policy to stop releasing prisoners in our city. <br /> <br />3. STUDENTS LOITERING IN NEIGHBORHOODS AROUND FUNDAMENTAL <br />SCHOOLS <br />Deputy Chief Harrelson related there have been no complaints regarding loitering <br />in school areas. Officers made several patrol checks and did not see any <br />problems. Committee Member Sal Tinajero will contact schools and see if they <br />are having their staff patrolling the area. <br /> <br />4. STRIKE FORCE ENFORCEMENT UPDATE <br />Sg!. Folio stated since Strike Force was formed in November, 2005, they've had <br />2805 arrests, 1749 felonies, 1056 misdemeanors, 154 weapons seized, 98.75 Ibs <br />of narcotics seized, 22 murder suspects arrested, 29 armed robbery suspects <br />arrested, 536 parolees sent back to prison and 184 rolling stolen vehicle arrests. <br />Committee members commended their success. <br /> <br />5. CHANGES IN DNA COLLECTION LAWS <br />Commander Ibarra stated since CA Proposition 69 passed, any adult arrested or <br />charged with any felony offense are subjected to DNA collection. DNA is now <br />routinely collected from items simply touched by suspects. With the DNA <br />database (C.O.D.I.S.), SAPD makes approximately 6,000 felony arrests per year. <br />CA Dept of Justice anticipates the addition of 390,000 new offender samples <br />annually. <br />
