Parks, Recreation, and Community Services <br />www.santa-ana.org/parks <br />Item # 13 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />May 6, 2025 <br />TOPIC: Security Services for City Special Events <br />AGENDA TITLE <br />Agreement with Contemporary Services Corporation for Security Services for City Special <br />Events (Specification No. 24-138) (General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with Contemporary Services <br />Corporation to provide security services for City special events in an amount not to exceed <br />$500,000, for a three-year term beginning May 6, 2025 and expiring May 5, 2028, with <br />provisions for two, one-year extensions (Agreement No. A-2025-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />Safety is a top priority at City events, and with rising attendance, contracting security <br />services to support the Santa Ana Police Department (SAPD) helps ensure public safety <br />and minimize potential incidents. To address this need, Request for Proposals (RFP) No. <br />24-138 was issued on December 3, 2024, through the City's online bid management and <br />publication system. A summary of vendor participation and results is as follows: <br />224 Vendors notified <br />9 Santa Ana vendors notified <br />52 Vendors downloaded the RFP packet <br />18 Responsive proposals received <br />1 Proposal received from Santa Ana vendor <br />Proposals were solicited, opened on January 7, 2025, and evaluated. Eighteen proposals <br />were submitted by the RFP deadline, were determined to be responsive to the <br />specifications, and met the City's requirements. An evaluation committee reviewed and <br />rated the proposals according to the criteria listed in the RFP. <br />Staff recommends awarding an agreement to the highest-ranking firm, Contemporary <br />Services Corporation (Exhibit 1).
