Public Works Agency <br />.; https://www.santa-ana.org/pw <br />r} hanir , Item # 17 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />May 6, 2025 <br />TOPIC: Traffic Counting Services <br />AGENDA TITLE <br />Agreements with Transportation Studies, Inc. and National Data & Surveying Services <br />for Traffic Counting Services (Non -General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute agreements with Transportation Studies, Inc. <br />and National Data & Surveying Services for traffic counting services, in an aggregate <br />amount not to exceed $500,000, for a term beginning May 6, 2025 and ending on May <br />5, 2028, with the option for two, one-year extensions (Agreement Nos. A-2025-XXX and <br />A-2025-XXX). <br />GOVERNMENT CODE 484308 APPLIES: Yes <br />DISCUSSION <br />The Public Works Agency's (PWA) Engineering Division is responsible for the <br />administration and oversight of all Capital Improvement Projects in the City. In order to <br />provide recommendations to improve neighborhood traffic safety in the City, PWA <br />requires current traffic counts and field data collection services. A traffic count study is <br />used to capture vehicle or pedestrian travel on a particular street segment for a <br />specified duration of time. The City utilizes consultant services in order to augment City <br />staff and secure specialized equipment needed to conduct traffic count studies. The <br />proposed agreements provide staff access to specialized traffic analysis and <br />neighborhood speed and safety studies, as well as the bi-annual citywide traffic volume <br />study, pedestrian/bicycle counts, and the annual traffic signal and left -turn signal priority <br />study. Once this data is captured, staff reviews and analyzes it to assess the potential <br />need for traffic calming improvements such as crosswalks, speed humps, stop signs, <br />and traffic signals. <br />Request for Proposals (RFP) No. 25-012 was issued on January 21, 2025 on the City's <br />online bid management and publication system, PlanetBids.
