Public Works Agency <br />www.santa-ana.org/pw <br />Item # 18 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />May 6, 2025 <br />TOPIC: Agreement Amendment for On -Call Traffic Control Services <br />AGENDA TITLE <br />First Amendment with California Barricade Rentals, Inc. dba California Barricade and <br />Statewide Traffic Safety and Signs dba AWP Safety for On -Call Traffic Control Services <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute the first amendment to the standard agreements <br />with California Barricade Rentals, Inc. and Statewide Traffic Safety and Signs to provide <br />On -Call Traffic Control Services and update rates based on Consumer Price Index <br />and/or Prevailing Wages as set by the California Department of Industrial Relations, for <br />the remaining term of the agreement, and increase the contract amount by $510,000, <br />for a total amount not to exceed $1,010,000 (Agreement Nos. A-2025-XXX and A-2025- <br />XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Public Works Agency (PWA) is responsible for the administration and oversight of <br />all Capital Improvement Projects in the City. On February 1, 2022, the City Council <br />awarded an aggregate agreement to California Barricade Rentals, Inc. (California <br />Barricades) and Statewide Safety and Signs (Statewide) to provide on -call traffic control <br />services and equipment rental for a three-year period beginning February 1, 2022 and <br />expiring January 31, 2025, with a provision for one two-year extension. As allowed, staff <br />exercised the extension option and this contract is now in effect until January 31, 2027. <br />California Barricades and Statewide have supplemented City staff by providing <br />temporary and permanent traffic control services, necessary traffic control devices, <br />experienced personnel, and other related equipment. Services such as work -area traffic <br />control setup, jobsite flagging, lane closures, road closures, and detour routes have <br />aided in maintaining safe roadways for the travelling public amidst construction activities <br />and community events impacting traffic. <br />Amending the aggregate agreements to increase the contract amount will allow other <br />agencies, such as the Parks, Recreation, and Community Services Agency (PRCSA), <br />Santa Ana Police Department (SAPD), and the PWA Water Resources Division, to also <br />utilize these traffic control services for their operational needs.
