DBA No. 2024-02 — Santa Ana-8 Townhomes (510 & 520 N. Harbor Boulevard) <br />May 6, 2025 <br />Page 2 <br />EXECUTIVE SUMMARY <br />City Ventures Homebuilding, LLC (applicant), on behalf of Alminlo Properties, LLC (property <br />owner), is requesting approval of Density Bonus Agreement (DBA) No. 2024-02 to allow the <br />construction of forty-five (45) attached for -sale townhomes, with five (5) units proposed as <br />affordable to moderate income households earning 80 to 120-percent of the area median <br />income (AM 1), on a 2.5-acre site located at 510 and 520 N. Harbor Boulevard. As proposed, <br />the project will utilize waivers from development standards and/or development concessions <br />through the density bonus agreement pursuant to California Government Code sections <br />65915 through 65918 and Santa Ana Municipal Code (SAMC) Section 41-1600 through 41- <br />1607. The request satisfies the purpose and intent of the Harbor Mixed Use Corridor Specific <br />Plan (SP2) to provide additional affordable housing stock to an underserved segment of the <br />region's population. As a result, staff recommends approval of the DBA. <br />Planning Commission Action <br />On December 9, 2024, the Planning Commission held a public hearing for the project and <br />voted 5:0:2, with Commissioners Leo and Ramos absent, to approve Vesting Tentative <br />Tract Map (VTTM) No. 2024-02 and to recommend that the City Council approve Density <br />Bonus Agreement (DBA) No. 2024-02, modifying both sets of conditions to require <br />balconies have adequate drainage systems that prevent water accumulation and ensure <br />proper runoff.
