REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 6, 2009 <br />TITLE: <br />AGREEMENTS FOR STATE ROUTE 55/ <br />ALTON AVENUE OVERCROSSING (PROJECT <br />08-1730) <br />1_ CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15t Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute the <br />following attached agreements subject to non-substantive changes approved <br />by the City Manager and City Attorney: <br />• Cooperative Agreement with the California Department of <br />Transportation (Caltrans) for State Route 55 (SR-55)/Alton Avenue <br />Overcrossing project <br />• Consultant Agreement with Huitt-Zollars, Inc. to provide design <br />engineering services for SR-55/Alton Avenue Overcrossing project in <br />the amount not to exceed $1,720,000 including a 15% contingency. <br />DISCUSSION <br />In October 2005, the City Council approved the Final Environmental Impact <br />Report for the SR-55/Alton Avenue Overcrossing Project. The proposed <br />improvements to ease traffic congestion consist of construction of a new <br />bridge at Alton Avenue over SR-55 connecting the Cities of Santa Ana and <br />Irvine and Alton Avenue widening between Maple and Halladay Streets <br />(Exhibit 1). <br />Since the SR-55/Alton Avenue Overcrossing Project is within Caltrans' <br />right-of-way, a Cooperative Agreement is needed to define the specific <br />roles and responsibilities of the parties. The agreement identifies the <br />City as the lead agency for this project. <br />In November 2008, the Public Works Agency issued a Request for Proposal <br />(RFP) to several consulting firms to obtain engineering services for the <br />preparation of Plans, Specifications and Estimates (PS&E) for the <br />proposed improvements. Four proposals were received in response to the <br />RFP and evaluated by the project team consisting of Cities of Santa Ana, <br />25D-1 <br />
