REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />April 20, 2009 <br />TITLE <br />CONSULTANT SELECTION FOR GO <br />LOCAL PROGRAM STEP 2 <br />TECHNICAL ANALYSIS (PROJECT <br />09-2505-C) <br />C Y MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1~ Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager to negotiate an agreement with Cordoba <br />Corporation to conduct the Go Local Program Step 2 technical analysis <br />for the Santa Ana and Garden Grove modern streetcar project identified <br />in the Go Local Step 1 Program, and return to City Council for final <br />approval. <br />DISCUSSION <br />The OCTA Go Local Step 1 Program solicited city-initiated local transit <br />concepts to extend Metrolink's reach into communities and improve access <br />to employment and activity centers. OCTA has found the modern streetcar <br />transit concept identified in the Santa Ana and Garden Grove Go Local <br />Step 1 Program to be a promising concept for providing connections from <br />the Santa Ana Regional Transportation Center (SARTC) to central Santa <br />Ana and Garden Grove. On May 12, 2008, as a demonstration of this <br />support, the OCTA Board allocated $5.9 million in Step 2 funding to <br />Santa Ana for additional planning and development of this modern <br />streetcar concept. <br />while this concept-level study identified a modern streetcar as a <br />feasible and viable project to meet regional and local goals, the next <br />phase of project development needs to include a comprehensive, sound, <br />and defensible planning process, including an Alternatives Analysis (AA) <br />to advance the project toward implementation. The AA, supported by <br />engineering and environmental technical analysis, financing strategies, <br />and public involvement, will determine the best alignment and streetcar <br />technology to meet the regional and local goals, objectives, and <br />criteria. The results of the Step 2 effort will be selection of a <br />23A-1 <br />
