Go Local Program Step 2 Analysis <br />April 20, 2009 <br />Page 2 of 3 <br />Locally Preferred Alternative (LPA) including an alignment and streetcar <br />technology, full environmental clearance for the LPA, conceptual <br />engineering (30%) drawings, a sound financing plan, and a project <br />delivery strategy. <br />On September 2, 2008, Council authorized staff to execute a cooperative <br />agreement with OCTA to receive the $5.9 million to complete the Step 2 <br />analysis. Request for Qualifications (RFQs) were sent to fourteen firms <br />and the RFQs were reviewed by an evaluation committee. Three proposals <br />were received and all three consultant teams were qualified to perform <br />the Step 2 work. Additionally, on December 1, 2008, Requests for <br />Proposals (RFPs) were sent to all three prequalified consultant teams <br />and the proposals were submitted on January 15, 2009. The three teams <br />that submitted proposals are: <br />• Parsons Brinckerhoff (PB)/HDR,Inc. <br />• David Evans and Associates, Inc. (DEA)/IBI Group <br />• Cordoba Corporation/URS <br />On February 3, 2009, the consultant teams were interviewed by an <br />evaluation committee and, on March 16, 2009, each team made a <br />presentation to the City Council Transportation Committee. Following <br />the Transportation Committee meeting, staff has been working with the <br />Cordoba Corporation to finalize the organizational structure of the <br />consultant team. Our next step is to negotiate with the Cordoba <br />Corporation for the contract fee. If Council goes forward with the <br />selection of the Cordoba team, the Step 2 work is projected to take <br />approximately two years to complete. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />The cooperative agreement with OCTA for Go Local Program Step 2 funding <br />in the amount of $5.9 million requires a local match of City funds of <br />$100,000. The local match will be shared equally by Santa Ana and <br />Garden Grove. Funds are available in the Measure M - Street Construction <br />Fund (account no. 32-551-6611, project 09-2505-C). <br />23A-2 <br />
