REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 4, 2009 <br />TITLE: <br />COUNTY OF ORANGE PROPOSITION 42 - <br />CITY AID PROGRAM AGREEMENT - FISCAL <br />YEAR 09/10 <br />fir,' ~~v ~ v <br />l~ CITY MANAGE <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1S` Reading <br />^ Ordinance on 2°d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute the <br />attached agreement with County of Orange to receive Proposition 42 City <br />Aid Program funds for FY 09/10. <br />DISCUSSION <br />On March 25, 2009 the County of Orange issued the second annual call for <br />projects to the cities to participate in the Proposition 42 City Aid <br />Program (CAP) for fiscal year 09/10. This County funding program was <br />formulated to assist Orange County cities by providing funds for the <br />roadway projects. The County's CAP allocation for 09/10 is estimated at <br />$7 million which has a reduction of thirty percent from the previous year <br />due to the economic downturn. <br />The grant funding will provide Santa Ana the opportunity to receive <br />$824,311 in FY 09/10 based on the population percentage of the County's <br />CAP program. The County's CAP grant funds are in addition to the <br />Proposition 42 programmed funds that the City is expected to receive in <br />FY 09/10 from the State. <br />The Public Works Agency has identified Raitt Street between Saint <br />Gertrude and Edinger as the eligible project for funding. Improvements <br />include pavement rehabilitation and replacement of damaged curb, gutter <br />and sidewalk. The project will be included in the proposed 09/10 CIP and <br />is expected to be under construction in summer of 2010. <br />25C-1 <br />
