As a result of <br />this public investment any subsequent use of surplus land resulting from the street <br />widening had to be CDBG-program compliant. The City is presently working with the <br />College District to finalize its plan to ensure that business at the incubator provide <br />employment opportunities to qualified Santa Ana residents. <br />:~3 <br />Measure Outcomes <br />The City has implemented HUD's results oriented manageni;erif a~T=d` accountability system <br />~~ <br />for HUD-funded activity. This system is an effort to neasure outcorn~es,,of HUD-funded <br />~- X <br />l ~~ <br />programs as well as measure outputs. The City: of~'Santa Ana implemerte`d'this system <br />during the 2005-2006 Program Year based on inforon provided by~F HUD, and <br />subsequently revised these efforts as dictated by HU~'s~firiaf regulations. Presently all HUD- <br />- :r .~. <br />funded activities are linked to outcome, measurements that were developed by City staff <br />and incorporated into the City's 2005-2009 Consolidated;Plan. Furthermore, grant <br />=. <br />applications, grant agreements and quarterly <~cco'nzpfishment reports have been revised to <br />include HUD-required . oi;tcome,-;data to' facilitate accurate reporting in IDIS. This <br />-.; <br />information has been~rtilized to complete data found in Attachment 1 <br />x ~ ,~~ ~. <br />VIII. PROGRAIUI;:SPECIFIG REQUIREMENTS <br />HUD requires that the City discuss how certain program specific requirements will be <br />addressed ~d.ur-ing the. 'program year. Actions to address these program specific <br />4 <br />requirements are 'outlined below. <br />COMMUNITY DEVELOPMENT BLOCK GRANT <br />The City of Santa Ana will expend CDBG funds on eligible activities to address priority <br />housing and community needs.
