S. Department of Housing and <br />Urban Development. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION ACTION <br />At its Regular Meeting of April 21, 2009, by a vote of 5:0, the Community <br />Redevelopment and Housing Commission recommended that City Council <br />approve a Substantial Amendment to the Consolidated Plan 2008-2009 Action <br />Plan and authorize its submittal to the U. S. Department of Housing and <br />Urban Development. <br />DISCUSSION <br />The American Recovery and Reinvestment Act of 2009 (~~Recovery Act") <br />appropriated $1.5 billion for communities to provide financial assistance <br />and services to either prevent individuals and families from becoming <br />homeless or to help those who are experiencing homelessness to be quickly <br />re-housed and stabilized. The Homelessness Prevention and Rapid Re- <br />Housing Program (HPRP) is one of the new grant programs funded through <br />this appropriation. Under the terms of the funding distribution formula <br />established by the U. S. Department of Housing and Urban Development <br />(HUD), Santa Ana has been allocated $2,831,989. <br />In order to receive funding, the City must adopt a Substantial Amendment <br />to its Consolidated Plan 2008 Action Plan (Exhibit 1). The Annual Action <br />Plan serves as an application for the program funds and establishes a <br />one-year investment plan that outlines the intended use of resources to <br />meet the needs of the community. <br />19E-1 <br />
