HPRP <br />May 4, 2009 <br />Page 2 <br />There are four categories of eligible activities for the HPRP program: 1) <br />financial assistance, 2) housing relocation and stabilization services, <br />3) data collection and evaluation, and 4) administrative costs. HPRP <br />assistance is not a mortgage assistance program, nor is it intended to <br />provide long term support for program participants. The focus of the <br />program is housing stabilization and linking participants to community <br />resources to develop a plan to prevent future housing instability. The purpose of the RFP is to solicit <br />and select homeless service providers who will be able to meet program <br />guidelines, provide the necessary services and disburse the funds in the <br />designated time. <br />Program participant requirements include an initial consultation with a <br />case manager, an income below 50 percent of the Area Medium Income, and a <br />household who has no appropriate housing options identified and who lacks <br />the resources and support networks needed to obtain immediate housing or <br />remain in existing housing. <br />On April 21, 2009, the Community Redevelopment and Housing Commission <br />held a public hearing to receive community input on the proposed <br />19E-2 <br />
