HPRP <br />May 4, 2009 <br />Page 3 <br />substantial amendment. As required by the Recovery Act, the Substantial <br />Amendment of the 2008-2009 Action Plan was available for a 12-day comment <br />period. Notices were published in the Orange County Register, La Opinion <br />and Nguoi Viet News. In addition, the Substantial Amendment was posted <br />on the City's website. All comments received during the comment period <br />and public hearing have been included in the final document, which is due <br />to HUD no later than May 18, 2009. <br />FISCAL IMPACT <br />By submitting this Substantial Amendment to its 2008-2009 Annual Action <br />Plan, the City of Santa Ana will be eligible to receive $2,831,989 in <br />grant funds under the American Recovery and Reinvestment Act of 2009 for <br />Homelessness Prevention and Rapid Re-Housing. <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />Cynthia J.
