Adopt an ordinance approving Zoning Ordinance Amendment No. 2009-02. <br />PLANNING COMMISSION ACTION <br />On April 13, 2009, the Planning Commission recommended that the City <br />Council approve and adopt Mitigated Negative Declaration and Mitigation <br />Monitoring Plan, Environmental Review No. 2006-142; adopt a resolution <br />approving General Plan Amendment No. 2007-03; and adopt an ordinance <br />approving Zoning Ordinance Amendment No. 2009-02 by a vote of 5:0 <br />(Alderete abstained, Gartner absent) to modify the General Plan and the <br />North Harbor Specific Plan land use designation from Open Space to General <br />Commercial to allow a medical office building at 3417 West Fifth Street. <br />The Planning Commission made no changes to the recommendations outlined <br />in the attached staff report (Exhibit A). <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />'a M.
