Description of Project: <br />The proposed project consists on the construction of a two story, 6,002 square foot medical office building <br />and related parking and landscape in compliance with development standards for the general commercial <br />zone. The site will provide 36 parking spaces and have vehicular access from Jackson and Fifth Street. A <br />zoning ordinance amendment to the North Harbor Specific Plan (SP2) to change the boundaries of the land <br />use category map from Open Space to General Commercial and a general plan amendment to change the <br />land use designation from Open Space to General Commercial are required. <br />X. Surrounding Land Uses and Setting: <br />The project site is a rectangular shaped parcel composed of two lots located on the northeast corner of <br />Jackson and Fifth Streets. The site is currently vacant, but previously developed with a restaurant and <br />bar, originally constructed in 1970 and demolished in 2004. Vehicular access to the site if from Jackson <br />and Fifth Street, which are listed as secondary arterial street in the Circulation Element of the City's <br />General Plan. The surrounding land uses include residential to the north, and commercial to the east, <br />south and west. <br />XI.
