ZOA No. 2009-04, CUP No. 2009-08, <br />Amend DA No. 05-02 and VA No. 2009-02 <br />April 13, 2009 <br />Page 2 <br />Property Description <br />The MacArthur Place South development, formerly known as Hutton Centre, <br />is a master planned, 43-acre mixed-use development located on the south <br />side of MacArthur Boulevard between Main Street and the Newport-Costa <br />Mesa (SR-55) Freeway. Currently located in MacArthur Place South is <br />1,450,000 square feet of commercial office area consisting of two 14- <br />story office buildings, two 10-story office buildings and two 8-story <br />office buildings. In addition, two 25-story residential high-rise <br />towers (Skyline) with 349 condominiums, a 13,470 square foot food/retail <br />building, a 174-room, 84,210 square foot Doubletree Club hotel and four <br />6-story parking structures are located on the site (Exhibits 1 and 2). <br />The Courtyard by Marriott hotel site, more formally known as the Cinema <br />site, is a 2.78-acre parcel of land generally situated east of MacArthur <br />Place (formerly Hutton Center Drive) and south of MacArthur Boulevard. <br />The site is currently vacant but formerly contained a 35,000 square foot <br />Edwards Theater building that was demolished in 2007. <br />The overall project site is zoned Specific Development District No. 76 <br />(SD-76) and has a General Plan land use designation of District Center <br />(DC) Surrounding land uses include the MacArthur Place mixed-use <br />development to the north, the Newport-Costa Mesa (SR-55) Freeway and the <br />City of Costa Mesa to the east, office development to the south and the <br />Sandpointe residential neighborhood to the west (Exhibits 1 and 2). <br />Project Description <br />The Nexus Development Corporation is proposing to relinquish <br />entitlements to build the 13,470 square foot retail/restaurant building <br />and the six-story office/residential (15-unit) loft building on the <br />Cinema site and construct a new 185 room, 100,000 square foot Courtyard <br />by Marriott hotel. The four-story hotel will be located on the corner <br />of MacArthur Place and MacArthur Boulevard, with a surface parking lot <br />and existing parking structure south of the project providing the <br />required parking. Access to the hotel will be taken from two driveways, <br />one located on the west side of the hotel from MacArthur Boulevard, and <br />the other located on the south side of the hotel from MacArthur Place <br />(Exhibit 3). <br />75B-4 <br />
