Agreements for Park Landscape Maintenance <br />May 18, 2009 <br />Page 2 <br />looking green and clean. In addition to the 21 park locations that will <br />be maintained by the contracts, the Civic Center, the Santa Ana Stadium <br />and the Corporate Yard landscape will also be maintained (See Attachment <br />A) The current contract with Merchant's Landscape for maintenance of <br />District 2 is due to expire on June 30, 2009, and the parks covered by <br />this agreement were included in this request for proposal (RFP) process. <br />An RFP for providing park landscape maintenance services was issued and <br />mailed to 13 landscape maintenance contractors. A pre-proposal <br />conference was conducted, and seven vendors submitted proposals for <br />consideration. Merchants Landscape, DMS Landscape Services, Midori <br />Gardens, Mariposa Landscapes, Marina Landscape, Master Landscape, and <br />Vista Del Verde Landscape each submitted proposals for review. Proposals <br />from Vista Del Verde Landscape and Master Landscape were considered <br />nonresponsive. <br />A five member evaluation committee consisting of representatives from the <br />Parks, Recreation and Community Services Agency, Public works Agency and <br />the County of Orange rated the five proposals. Each proposal was <br />evaluated based on the vendor's capability and experience, past <br />performances, and cost of the proposal. The evaluation results and annual <br />award for each district are as follows: <br /> Score District <br />Awarded Annual Cost <br />Merchants Landscape 444 2 $787,045 <br />DMS Landscape Services 438 1 $274,176 <br />Mariposa Landscape 405 3 $445,364 <br />Marina Landscape 367 No Award - <br />Midori Gardens 290 No Award - <br />The proposals received from Merchants Landscape, DMS Landscape, and <br />Mariposa Landscape were most responsive to the specification and meet the <br />City's requirements. Merchants Landscape submitted the highest rated <br />proposal and was awarded District 2, the largest District. Although DMS <br />Landscape rated second in the evaluation process, they only submitted for <br />District 1, the smallest district. Mariposa was ranked third and was <br />awarded District 3, the second largest district. <br />The City proposes to enter into a one-year agreement with Merchants <br />Landscape, with four one-year renewal options, for the maintenance of <br />District 2. The annual base contract cost is $682,770. An additional <br />$104,275 is included for unanticipated work, resulting in a total annual <br />contract amount of $787,045. <br />In addition, the City proposes to enter into a one-year agreement with <br />DMS Landscape Services, with four one-year renewal options, for the <br />maintenance of District 1.
