It is our understanding that the entitlements for the Cinema Blodc are <br />proposed to be modified with a change in land use. <br />BACKGROUND <br />Under the previous entitlement, the Cinema Block contained a mixture of residential, retail, office <br />and restaurant space. The project site would have been served by 449 parking spaces plus <br />nighttime and weekend access to an adjacent 500-space parking structure. The 2005 shared <br />parking study, prepared by Kaku Associates, found that the project would have adequate parking <br />with the use of the adjacent parking garage, and the City approved a parking variance for the <br />project based on the shared parking analysis. <br />PROPOSED PROJECT <br />The new site plan for the Cinema Block proposes a 185-room Marriott Courtyard Hotel, served by <br />a 133-space surface parking lot. The project also includes a small amount of meeting room <br />space (3,000 square feet} and a small convenience retail area. These components will be <br />considered ancillary uses that do not generate trips (and therefore parking demand) beyond the <br />hotel guests. In addition to the 133 spaces adjacent to the hotel, hotel guests and employees will <br />have access to 50 of the 500 garage spaces during the daytime on weekdays. On weekday <br />evenings and on weekends, specifically on weekdays from 5:00 PM to 7:00 AM and from 5:00 <br />PM on Friday to 7:00 AM on Monday, guests and employees will have access to all 500 spaces in <br />the adjacent parking structure. Figure 1 illustrates the site plan. <br />CITY OF SANTA ANA CODE REQUIREMENTS <br />According to the Santa Ana Municipal Code, Article XV, Section 41-1344 for Hotels and Motels <br />the following parking rates apply: <br />(a) One (1) space for each guest room, plus one (1) space for each ten (10) rooms, <br />plus two (2) spaces for a manager's unit, if provided. <br />(b) Except for facilities limited to the exclusive use of guests, parking shall be <br />provided for restaurants, banquet facilities and other retail services or <br />recreational uses inGuded in a hotel or motel building or grounds in accordance <br />with the requirements provided in Article XV. <br />201 Santa Monica Boulevard, Suite 500 Santa Monica, CA 90401(310) 458-9916 Fax (310) 394-7663 <br />~~~ <br />
