Direct the City Attorney to prepare and authorize the City Manager <br />and Clerk of the Council to execute an agreement with Sentry Control <br />Systems and the County of Orange to provide and install parking <br />access and revenue control systems in three additional Civic Center <br />Plaza parking lots, in the amount of $1,289,655.01 plus a 10% <br />contingency, subject to non-substantive changes approved by the City <br />Manager and City Attorney. <br />2. Approve an appropriation adjustment recognizing reimbursable revenues <br />in the Civic Center Maintenance Fund revenue account (account number <br />74-O1-5621) in the amount of $1,289,655.01 plus an additional 10% <br />contingency and appropriating the same in the expenditure account <br />(account number 74-243-6631). <br />DISCUSSION <br />The City of Santa Ana and the County of Orange are members the Civic <br />Center Authority which manages and funds the maintenance and development <br />of the Civic Center area. The County of Orange currently manages the <br />various parking access control systems within the Civic Center. A new <br />parking control access and revenue control system was purchased and <br />installed in the new city-constructed parking structure adjacent to City <br />Hall and the new appellate court. The County has proposed the installation <br />of the selected Skidata Parking Access and Revenue Control System in three <br />additional parking lots; Courthouse Library parking structure, Stadium <br />Garage parking structures and the Intake & Release Center surface parking <br />lot. <br />The City Council had authorized a contract with Gordon & Williams General <br />Contractors, Inc, to design and construct the parking structure adjacent <br />to City Hall and State Appellate Court. During construction the County and <br />City staff entered into discussions regarding the implementation of a new <br />parking access and revenue control system.
