Low-Rise Condominiums <br />The condominium portion of the project, known as the Montage ("Project"), as approved, called for <br />the development of three separate buildings, ranging in height from 50 to 60 feet (five and six <br />stories), containing 276 residential units. Vehicle access is provided via aright-in/right-out driveway <br />on MacArthur Boulevard and from Sandpointe Avenue to an internal roadway. Eight residential unit <br />types are proposed ranging from one to three bedrooms and baths. The residential styles include <br />typical single-story condominiums, townhouses, and "live/work" units. An interior courtyard will <br />contain a water feature and a recreation area including a tot lot, a swimming pool, a game table, a <br />BBQ area, and a seating area. A total of 689 parking stalls will be provided on two levels of parking <br />- one subterranean level and one above ground. The buildings will be separated by a landscaped <br />promenade along interior-facing patios and balconies. The architectural design provides a staggered <br />roofline, with portions extending to six stories in height. This design will provide a visual relief from <br />that of a solid structure with a single roofline. <br />C. Description of Proposed Project <br />The project applicant is proposing the removal of the Cinema Lofts and the retail/restaurant <br />components and the addition of a 185-room hotel and surface parking. The table below shows the <br />project components that will be removed and added. It is important to note that the Final EIR <br />analyzed 501 high-rise residential units and 14 lofts. However, the City of Santa Ana approved a <br />configuration including 499 high-rise residential units and 15 lofts. Each of the project components, <br />as approved by the City of Santa Ana, is discussed in more detail below. Exhibit 5 -Proposed Site <br />Plan depicts the revised MacArthur Place South site plan. <br />To be removed To be added <br />Cinema Lofts (15 units and 10,000 square <br />feet of office use) 185-room hotel <br />Restaurant (8,580 square feet) <br />Retail (5,291 square feet) <br />Lake Towers <br />The residential towers have been constructed, with a total of 349 units. The owner of the Lake <br />Towers has submitted a proposal to the City of Santa Ana to allow for-rent units while maintaining <br />the amenities originally approved. Traffic impacts resulting from condominium to for-rent units are <br />analyzed herein in order to provide aworst-case analysis. The proposal to allow for-rent units has <br />been approved by the City of Santa Ana Planning Commission, but has not been considered by the <br />City Council at the time of this writing. No other modifications to this component of the project are <br />proposed. <br />Cinema Tower <br />The Cinema Tower will be relocated south approximately 174 feet from the location analyzed in the <br />project Final EIR. The Cinema Tower will remain west of Hutton Center Drive, across from the <br />North Lake Tower, and 150 units are planned. Parking for the Cinema Tower will be accommodated <br />in a future parking structure that will be located where a temporary surface parking lot is currently <br />proposed.
