Environmental Analysis <br />For Projects with Previously Certified/Approved Environmental Documents <br />Final Environmental Impact Report <br />MacArthur Place South <br />SCN 2004061140 <br />The following analysis takes into consideration the preparation of an environmental document <br />prepared at an earlier stage of the project and describes the modifications to the proposed project <br />from what was analyzed in the EIR. This analysis evaluates the adequacy of the earlier document <br />pursuant to § 15162 of the California Environmental Quality Act (CEQA) Guidelines. The <br />Environmental Checklist is included following this analysis. <br />Analysis of the facts related to the project will form the basis for the City of Santa Ana to determine <br />whether any changes in the project, any changes in circumstances or any new information since the <br />MacArthur Place EIR was certified require additional environmental review or preparation of a <br />subsequent or supplemental EIR. <br />I. Aesthetics <br />The EIR determined that implementation of the project would introduce additional light and glare <br />impacts to the project area. Mitigation measures were incorporated to reduce potential impacts to a <br />less than significant level. <br />Would the project: <br />a) Have a substantial adverse effect on a scenic vista? (No Substantial Change from Previous <br />Analysis) <br />A complete evaluation of the aesthetics effects of the project was considered in the MacArthur <br />Place South Final Environmental Impact Report ("EIR"). Neither the project site nor the <br />surrounding area is considered a scenic vista. <br />The retail/restaurant uses previously approved will be replaced by a four-story (55 feet tall) <br />185-room hotel fronting MacArthur Boulevard. The articulation and elevation of the hotel <br />building are shown in Exhibit 8 -North and South Hotel Elevations and Exhibit 9 -East and <br />West Hotel Elevations. While this is an increase in height from the retail/restaurant use, the <br />adjacent development, both on site and across Main and MacArthur Boulevard, includes high- <br />rise development. As a result, no significant impacts related to scenic vistas will occur. <br />The 5- to 6-story (60 foot high) Cinema Lofts were a part of the project analyzed in the EIR. <br />These lofts are no longer a part of the project. The Cinema Tower will be re-located from its <br />previous location, adjacent to the retail/restaurant component, south to its new location, where <br />the Cinema Lofts were planned. This southerly shift in location places the Cinema Tower south <br />of MacArthur Boulevard by approximately 174 feet from the previously approved location. <br />The changes as a result of the City's action on this project are not more significant than what <br />was identified in the EIR. <br />Resolution No. 2009-025 <br />IB~~fu-f~ace South <br />EIR Addendum <br />25 <br />
