• VII. Noise <br />As detailed in the EIR, construction operations would increase existing noise levels for the short term, and <br />residential land uses would be subject to significant adverse long-term noise impacts. Mitigation measures <br />were included in the EIR to reduce noise impacts to a less than significant level. <br />Would the project result in: <br />a) Exposure of persons to or generation of noise levels in excess of standards established in the local <br />general plan or noise ordinance, or applicable standards of other agencies? (No Substantial Change <br />from Previous Analysis) <br />The EIR identified short-term noise impacts from on-site demolition and construction activities. The <br />primary source of construction noise is heavy equipment. The mitigation measures in the EIR reduced <br />potentially significant short-term construction noise impacts to a less than significant level. <br />The EIR identified long-term noise impacts as mobile source noise impacts from traffic, aircraft noise <br />impacts from John Wayne Airport, and operational noise from the operation of the project components. <br />However, the removal of the restaurant/retail and office/lofts component of the project, in addition to <br />the conversion from condominium to apartment uses for the Lake Towers and the low-rise residential <br />component, will reduce traffic by 758 daily trips. This is an additional benefit in conjunction with the <br />mitigation measures in the EIR, which reduced potentially significant long-term noise impacts to a less <br />than significant level. <br />The addition of the hotel in the proposed project is anticipated to generate noise. However, <br />implementation of the mitigation measures from the EIR and the additional mitigation measures in <br />Section VII.c below will reduce impacts to a less than significant level. Development of the project <br />• will have no new or more severe impacts beyond those addressed in the EIR. Therefore, the EIR <br />remains adequate and complete with respect to this topic. <br />b) Exposure of persons to or generation of excessive groundborne vibration or groundborne noise levels? <br />(No Substantial Change from Previous Analysis) <br />Mitigation measures were identified to reduce noise impacts in the EIR. As detailed in the EIR, the <br />Noise Study concluded that construction will generate excessive groundborne vibration or groundborne <br />noise levels. However, because this will only occur during the construction phase of the project, the <br />Noise Study concluded that this impact is not considered significant. Construction of the Cinema Lofts <br />and the retaiUrestaurant component of the project have been eliminated and a 185-room hotel will be <br />constructed in its place. Construction of the proposed hotel is expected to produce groundborne <br />vibration or groundborne noise levels comparable to the retail/restaurant and the Cinema Lofts <br />previously planned on site. Mitigation measures in the EIR will be implemented to reduce groundborne <br />vibration/noise levels. These findings and the related mitigation measures from the EIR also apply to <br />the proposed project. Development of the project will have no new or more severe impacts beyond <br />those addressed in the EIR. Therefore, the EIR remains adequate and complete with respect to this <br />topic. <br />c) A substantial permanent increase in ambient noise levels in the project vicinity above levels existing <br />without the project? (No Substantial Change from Previous Analysis) <br />Operational noise impacts resulting from the retaiUrestaurant uses will no longer apply because the <br />8,580 square feet of restaurant and 5,291 square feet of retail development are no longer a part of the <br />project. The hotel, which is a new component replacing the retail/restaurant uses, will be open 24 hours <br />a day, 7 days a week.
