• The granting of the variance to allow reduction in parking <br />requirement will not adversely affect the General Plan of <br />the City since the proposed hotel was designed in <br />conformance with City Zoning, Development, and <br />General Plan requirements except for the parking <br />requirements. The General Plan Land Use Element <br />Policy 2.2 encourages commercial development to <br />accommodate the City's need for goods and services. A <br />hotel use with conference and meeting rooms provides a <br />needed service within the City. Also Policy 2.6 <br />encourages the creation of new employment <br />opportunities which are compatible with surrounding land <br />uses, and provide a net community benefit. A hotel use <br />at this location will provide a sizable amount of diverse <br />employment opportunities while remaining compatible <br />with surrounding development. <br />Section 2. On June 20, 2005 the City Council approved and adopted Final <br />Environmental Impact Report No. 2004-02, the Mitigation Monitoring Program, and the <br />Statement of Overriding Considerations. In accordance with the California Environmental <br />Quality Act, an Addendum to the Final Environmental Impact Report No. 2004-02 and the <br />mitigation monitoring program was prepared for this project. Based upon the studies, the <br />City Council determines that there are no new significant impacts or any increases in the <br />• severity of the impacts previously identified in the original Environmental Impact Report. <br />The City Councll hereby approves the Addendum to the Flnal Envlronmental Impact <br />Report No. 2004-02 and approves the mitigation monitoring program, attached hereto as <br />Exhibit "A" and incorporated as though fully set forth herein. <br />Section 3. The City Council of the City of Santa Ana after conducting the public <br />hearing hereby approves: <br />A. Conditional Use Permit No. 2009-08 as conditioned in Exhibit "B" attached <br />hereto and incorporated herein for the hotel located at 6 East Mac Arthur <br />Place. <br />B. Variance No. 2009-02 as conditioned in Exhibit "C" attached hereto and <br />incorporated herein for the reduction of the number of required parking <br />spaces for the property located at 6 East Mac Arthur Place. <br />These decisions are based upon the evidence submitted at the abovesaid hearing, <br />which includes but is not limited to: the Request for Council Action dated May 4, 2009 and <br />exhibits attached thereto; and the public testimony written and oral; and the Final <br />Environmental Impact Report No. 2004-02, the Mitigation Monitoring Program, and the <br />Statement of Overriding Considerations was approved and adopted by resolution by the <br />City Council on June 20, 2005 all of which are incorporated herein by this reference. <br />• Resolution No. 2009-025 <br />Page 5 of 95 <br />
