General Plan Amendment No. 08-02 <br />Amendment Application No. 08-11 <br />Site Plan Review No. 2009-02 <br />March 9, 2009 <br />Page 3 <br />residents, staff and visitors. The applicant proposes to incorporate <br />sustainability measures including energy efficient appliances, and the <br />inclusion of solar panels on the main building and carports. <br />Analysis of the Issues <br />On October 6, 2008, the Redevelopment Agency entered into an Exclusive <br />Negotiation Agreement (ENA) with Vista Del Rio Housing Partners, L.P., a <br />California limited partnership (Developer) for a term of one year. The <br />proposed 2.74 acre site for the residential development was acquired by <br />the Agency in November 2004. Staff has been working with the Foundation <br />for Affordable Housing and Goodwill Industries of Orange County to <br />create a high quality affordable housing project. The Redevelopment <br />Agency will be entering into a Disposition and Development Agreement <br />(DDA) with the Developer in order to effectuate the proposed <br />development. The terms and conditions of the DDA will include the <br />purchase price for the property of $1.00, subject to confirmation by a <br />fair reuse analysis; and the developer to certify the income levels of <br />persons(s)/households residing in the units to maintain extremely low, <br />very low and low-income affordability for a 55 year period. The <br />developer is also committed to apply for a $4.9 million State <br />Multifamily Housing Program, Supportive Housing Program funds. <br />General Plan Amendment <br />The proposed project requires a General Plan Amendment to redesignate the <br />site from Open Space (OS) to Medium Density Residential (MR-15) with a <br />maximum allowable density of 15 dwelling units per acre. Exhibit 4 <br />describes the revisions to the Land Use Element text and Land Use Maps to <br />pursue the proposed 41 unit housing project. This proposed General Plan <br />Amendment to redesignate 2.7 acres from open space to a residential land <br />use would further the goals of the General Plan Housing Element; that is <br />to encourage the construction of new affordable housing to address Santa <br />Ana's Regional Housing Needs Assessment (RHNA) to serve the needs of the <br />local community and the region. The remaining .465-acre portion of the <br />site will remain designated as open space for the future design and <br />development of a public park/trail rest stop. <br />80A-8 <br />
