General Plan Amendment No. 08-02 <br />Amendment Application No. 08-11 <br />Site Plan Review No. 2009-02 <br />March 9, 2009 <br />Page 4 <br />Amendment Application (Zone Change) <br />Specific Development Districts were authorized and established for the <br />purpose of protecting and enhancing the value and appearance of property, <br />as well as to promote the orderly development of property. In order to <br />facilitate the proposed special needs affordable housing project, the <br />creation of a Specific Development (SD-83) would be most appropriate. The <br />Specific Development will allow multiple family residences and ancillary <br />uses that are currently permitted in other residential zones (Exhibit 5). <br />The design and development standards are also outlined in the proposed SD- <br />83, parking, setback, landscape and open space requirements. Based on a <br />parking study of similar residential developments serving persons of special <br />needs (physical or developmentally challenged), the proposed parking <br />requirement is one space per residential unit, with one parking space <br />designated for resident drop off and pickup. Visitor parking spaces is <br />proposed at not less than 24 percent of the minimum required spaces for <br />residents. The proposed Specific Development District supports General <br />Plan policies to address a balance of land uses to address basic community <br />needs and by protecting and enhancing the development site to be <br />harmonious with the existing development and natural resources in the <br />area. <br />Site Plan Review <br />Santa Ana Municipal Code requires a review by Planning Commission of all <br />plans within a specific development area to ensure the project is in <br />conformity with the specific development standards. The review also <br />ensures that the buildings, structures and grounds are in keeping with the <br />neighborhood and nearby land uses. The proposed project is in compliance <br />with all applicable development standards including the General Plan (as <br />proposed for amendment), the Municipal Code and the Vista del Rio Specific <br />Development Plan (SD-83) as proposed. <br />In late summer of 2008, neighborhood meetings were coordinated for the <br />applicant to present the proposed project to the surrounding neighborhoods <br />of Concord, Riverglen, Casa de Santiago and Riverview. The residents <br />present inquired regarding parking needs, potential for overcrowding of <br />units, perimeter walls and landscape improvements. Overall, those in <br />attendance at the neighborhood meetings expressed support for the project. <br />In addition, neighborhood leaders were provided a copy of the Draft <br />Mitigated Negative Declaration upon its public release on January 9, 2009. <br />80A-9 <br />
