2. Introduction <br />2.1 PURPOSE AND INTENT T F THE ENVIRONMENTAL IMPA T REPORT <br />The California Environmental Quality Act (CE QA) requires that all state and local governmental agencies <br />consider the environmental consequences of projects over which they have discretionary authority prior to <br />tal ing action on those projects, This Draft Supplement to are Environmental Impact Report (Draft SElR ) has <br />been prepared to satisfy C E A, as set forth ire the Publr <br />c Resources bode ection 21000 et sq) and the <br />State CE0A Guidelines California code of Regulations, Tale 14, Section 15004 et eq). The Environmental <br />Impact Report EIR is the public document designed to provide decision makers and the public with an <br />analysis of the environmental effects of the proposed project, to indicate possible ways to reduce or avoid <br />environmental damage and to identify alternatives to the project. The ElR must also disclose significant <br />e nviron rn e ntal 1rnpacts that cannot be avoided; growth inducing impacts; effects not found to be significant; <br />and significant cumulative impacts of all past, present and reasonably foreseeable future projects. <br />Pursuant to CEQA Section 21067, the Lead Agency means "the public agency which has the principal <br />responsibility for carrying out or approving a project which may have a significant effect upon the <br />environment." The City of Santa Ana, as Lead Agency for the next discretionary action associated with this <br />project, is responsible for preparing environmental documentation in accordance with the California <br />Envi ro n rn ental Qual ity Act CE QA , as amended. <br />The intent of this Draft S EIR is to provide sufficient information on the potential environmental impacts of the <br />proposed Fairhaven /Lincoln and Santa Clara /Lincoln intersection Modifications project to allow the city of <br />Santa Ana to make an informed decision regarding denial or approval of the project. Specific discretionary <br />actions to be reviewed by the City are found in Section 3.5. <br />This Draft SEIR has been prepared in accordance with requirements of the: <br />• California Environmental Qual ity Act cE of 1970, as amended (Public Resources code Section <br />21000 et seq.) <br />• State Guidelines for the Implementation of the CEQA of 1970 (herein referenced as CEQA <br />Guidelines), as amended (California Code of Regulations Sections 15000 et seq.) <br />The overall purpose of this Draft S El is to inform the lead agency, responsible agencies, decision rnaF ers, <br />and the general public of the environmental effects of the development and operation of the proposed <br />Fairhaven /Lincoln and Santa Clara /Lincoln Intersection Modifications project. In accordance with Section <br />15163(b) of the CEGA Guidelines, this Draft SEIR only contains Informa #Ion necessary to supplement the <br />previous EIR in order to evaluate the changes to the original project. No other changes to the previously <br />certified E I R are required.
