Conditional Use Permit No. 2009-11 <br />July 13, 2009 <br />Page 2 <br />The site is improved with several low-rise church buildings that were <br />originally constructed in 1966. In 1994, a new sanctuary and <br />administration building was built on the church campus to accommodate <br />the expanded church ministry. Approximately 28,376 square feet of <br />building area, including a 564-seat sanctuary, are located on the <br />property. A total of 327 on-site parking spaces are currently found on <br />the site. <br />In 2001, the church obtained a conditional use permit (Conditional Use <br />Permit No. 2001-02) to operate Keiro Services, a non-profit adult <br />daycare program for up to 44 adults aged 55-plus. This facility <br />operates from 8:00 a.m. to 5:00 p.m. Monday through Friday and is <br />located within the Activity Center. <br />The church also operates the Lighthouse Ministry, a low key community <br />service that provides food, showers and used clothing for those in need. <br />This service, which has been operational for eight years, is provided on <br />Tuesday and Thursdays from 9:30 a.m. to 11:30 a.m. (women only) and <br />12:30 p.m. to 2:30 p.m. (men only). <br />Project Description <br />The Wintersburg Presbyterian Church is proposing several improvements to <br />their existing church campus. These include the demolition of the 5,221 <br />square foot former sanctuary building, the installation of new parking <br />lot planters, and the construction of approximately 34,348 square feet <br />of building area that consists of a multi-use gymnasium, classrooms, a <br />parent's room and an expanded community outreach room. The project is <br />intended to be constructed in two phases. The first phase will consist <br />of a 31,545 square foot, two story multi-use building with a gymnasium <br />and nine classrooms. The second phase will include a 480 square foot <br />expansion to the Social Hall for an expanded Lighthouse Ministry <br />facility, a 963 square foot sanctuary expansion to be used as a Parents <br />Room and a 1,943 square foot Nichigo Classroom addition to the sanctuary <br />(Exhibits 3 and 4). The total parking demand for the church and related <br />uses varies from 77 to 222 spaces, while 305 spaces will be provided. <br />The architectural design of the addition to the sanctuary and the new <br />multi-use gym is contemporary and is consistent with the design of the <br />existing campus. A lightly textured stucco finish, doors, windows and <br />building color will match the buildings. Further, glass block will be <br />used to allow natural lighting inside of the multi-use building (Exhibit <br />5) . <br />31 A-3 <br />
