Restructure City Boards and Commissions <br />August 3, 2009 <br />Page 2 <br />DISCUSSION <br />On March 2, 2009 the City Council adopted a motion to create an <br />Ad Hoc Council Committee comprised of Councilmembers Benavides, <br />Martinez, and Sarmiento to review the structure of the City's <br />boards and commissions. The City Council also instructed staff to <br />suspend the regular meeting schedules of the Early Prevention and <br />Intervention Commission (EPIC), Environmental and Transportation <br />Advisory Committee (ETAC), Historic Resources Commission, Human <br />Relations Commission, Library Board, and the Youth Commission <br />during the time that the Ad Hoc Committee was reviewing the <br />matter. <br />On March 23, 2009 the Committee heard testimony from members of <br />the various appointive boards and interested members of the <br />community at a forum held in the Police Community Room. All <br />boards and commissions were represented at this meeting. The <br />testimony given by participants illustrated the commitment and <br />dedication that the various members have to their respective <br />boards. Many cost saving suggestions were made at this meeting. <br />Following this meeting, the Committee held four other meetings <br />and met with the liaison Agency Heads to discuss recommendations <br />related to balancing current fiscal concerns with encouraging <br />citizen participation in addressing core issues in the City. <br />The Ad Hoc Committee is not currently looking at changes in the <br />three Charter boards/commissions, including the Personnel Board, <br />Board of Parks and Recreation, and the Planning Commission, or <br />the Community Redevelopment and Housing Commission. However, the <br />Board of Parks and Recreation will be taking on additional duties <br />related to the Library function which has been transferred to the <br />Parks, Recreation and Community Services Agency. The Ad Hoc <br />Committee is recommending the following: <br />Historic Resources Commission <br />• Temporarily reduce number of regular meetings from monthly to <br />quarterly. <br />• Focus Commission's actions to those statutorily required by <br />Chapter 30 of the Municipal Code. <br />• Implement a cost recovery fee for self-nominated historic <br />property categorizations. <br />• Limit the number of Historic <br />(Mills Act) to twenty-five per <br />Property Preservation agreements <br />calendar year. <br />Human Relations Commission and Early Prevention and Intervention <br />Commission (EPIC) <br />65A-2 <br />
