a. Field reconnaissance of project terrain and existing drainage <br />facilities. Obtain available data and reports from the Cities of <br />Santa Ana and Irvine, County of Orange, and Caltrans. <br />b. Prepare the hydrologic analysis utilizing the County of Orange <br />Hydrology Manual for the project site to identify the tributary <br />areas of the existing and proposed development/land use. <br />Analyze the potential change in runoff due to the proposed <br />improvements. <br />c. Conduct the hydraulic design in accordance with the County of <br />Orange Resources and Development Management Department <br />(RDMD) Standards, Caltrans HDM, and Caltrans Standards. <br />Hydraulic grade lines must be computed for storm drain <br />systems within the project limits and shown on drainage plans. <br />Consolidate the hydraulic computations in a Drainage Report. <br />d. Obtain approval of the PS &E Storm Water Data Report, <br />Hydrology and Drainage Reports from Caltrans, County of <br />Orange, and the Cities of Santa Ana and Irvine. The reports <br />shall include the analysis of the existing drainage systems, <br />changes in drainage pattern as a result of the proposed <br />developments, and recommendations for on -site (drainage flow <br />originating within Caltrans RNA and off -site (drainage flow <br />originating from outside Caltrans R/W) improvements for the <br />existing drainage facilities. <br />6. Water Quality / Erosion Control — A Long Form Storm Water Data <br />Report (SWDR) was prepared during the PR by PB and was approved <br />by Caltrans in 2006. Erosion control design shall be provided since <br />this project is a new construction and the disturbed area is greater than <br />one (1) acre. The Consultant shall prepare and obtain approval of the <br />Storm Water Pollution Prevention Plan (SWPPP) from Caltrans. Due <br />to the high level of selenium in the groundwater table within the San <br />Diego Creek/Newport Bay watershed, a separate dewatering permit to <br />discharge groundwater shall be obtained by the Consultant. <br />7. Traffic Planning and Design — The traffic report was prepared by PB <br />and was approved as part of the PR by Caltrans. The Consultant shall <br />be responsible for reviewing and determining whether the traffic report <br />in the EIR /EA and PR remains valid. The Consultant shall update any <br />necessary data to ensure that the traffic report complies with Caltrans <br />requirements. The Consultant shall prepare a Traffic Management <br />Plan (TMP) in conformance with Caltrans requirements and approval <br />to address traffic impact during construction. The TMP shall include <br />the analysis of all anticipated traffic impacts resulting from the <br />13 <br />
