Task 2.3 Data Collection <br />Peak period intersection turning movement counts will be collected for up to 16 intersections during the AM and <br />PM Peak hours. It will be necessary to communicate with OCTA staff in order to establish the refined future traffic <br />volumes. <br />If any additional arterial intersections must be analyzed, extra work compensation may be requested. The Huitt- <br />Zollars Team will also review the freeway ramps and intersections in the field to observe and inventory roadway <br />geometrics, existing traffic operation, and relevant information during peak hours. <br />Task 2.4 Traffic Analysis <br />The Huitt - Zollars Team will prepare a traffic study for the project. The analysis scenarios include: <br />I. Existing (2009) Traffic Conditions <br />II. Future Traffic Conditions <br />a. Construction Year with and without Project <br />b. Long Range Year (2035) with and without Project <br />The study will address traffic conditions at all relevant intersections and freeway ramps and weaving sections <br />required by the County Congestion Management Plan, Caltrans and City guidelines. <br />Task 2.5 Mitigation and Recommendation <br />Improvements and mitigation measures will be provided as a result of the study. If necessary, we will develop and <br />provide conceptual mitigation measures through restriping, signal modifications, or turning lanes. Design of <br />mitigation requiring physical road construction at any location is excluded from our scope of services. <br />Task 2.6 Submittal and Review of Report <br />The traffic study will be submitted to you for review and forwarding to the City of Santa Ana and other necessary <br />agencies. Reproducible copies of the report will be furnished to you (the Client) for reproduction and inclusion with <br />other studies for each submittal. Any proper or reasonable revisions will be incorporated into our traffic study in <br />order to be fully responsive to the Scope of Services. Reasonable revisions include any corrections to the report <br />within the general scope of work, but exclude any traffic data collection or analysis at any locations except as <br />specified in our proposal. <br />Task 2.7 Project Support <br />The Huitt- Zollars Team will be available to the City of Santa Ana to discuss traffic aspects of the project. <br />Environmental Re- Validation <br />TASK 3.0 ENVIRONMENTAL RE- VALIDATION <br />Based on the information that has been reviewed to date for the proposed project the following tasks have been <br />identified related to the Environmental Re- Validation. Based on meetings to be held with Caltrans following the <br />receipt of a notice to proceed from the City, and based on the updated /revised project design, some additional tasks <br />may be required and /or some tasks identified may not be needed. This will be closely coordinated with the City as <br />the project moves forward. Our Environmental Re- Validation Lead will be actively participating throughout the <br />preparation of the Environmental Re- Validation, which is assumed to be completed in less than 16 months. <br />Task 3.1 Focused Environmental Meeting <br />Following further in depth analysis of the environmental documentation that has been prepared for the proposed <br />project, a meeting will be scheduled with Caltrans to discuss the additional environmental documentation that will <br />be required, if any. Prior to the meeting with Caltrans, a separate meeting will be held with the City to discuss the <br />findings and the likely additional documentation that would be required, if any. <br />Task 3.2 Environmental Documentation <br />All environmental documentation will be consistent with meeting the requirements of CEQA and NEPA, as well as <br />those of related environmental statutes and regulations. Preparation of all environmental documentation and <br />reports will follow local, state, and federal environmental guidelines, primarily consisting of the Caltrans Standard <br />
