S. Department of Housing and Urban Development. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION ACTION <br />At its meeting on August 18, 2009, by a vote of 5:0, the Community <br />Redevelopment and Housing Commission recommended: (1) to receive public <br />comment on the Consolidated Annual Performance and Evaluation Report for <br />fiscal year 2008-09 and (2) that City Council authorize submittal of the <br />Consolidated Annual Performance and Evaluation Report to the U. S. <br />Department of Housing and Urban Development. <br />DISCUSSION <br />The Consolidated Five Year Plan is a comprehensive planning document that <br />identifies a jurisdiction's overall need for affordable and supportive <br />housing, community development programs, social services and economic <br />opportunities. The Plan outlines a strategy for using four federal <br />programs and other resources to meet those needs. Those programs are <br />Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), <br />HOME Investment Partnership (HOME), and Housing Opportunities for Persons <br />with AIDS (HOPWA) The Plan also identifies five-year numeric goals for <br />meeting the needs that the jurisdiction will seek to achieve during the <br />period covered by the Plan. <br />As part of the Consolidated Plan process, the City is required to submit <br />annually a Consolidated Annual Performance and Evaluation Report (CAPER), <br />Exhibit 1. The CAPER describes the activities and accomplishments for <br />these federal programs during fiscal year 2008-09, and the City's success <br />in achieving the five-year objectives that were established in the <br />Consolidated Five Year Plan. Fiscal year 2008-09 is the fourth year <br />covered by the Consolidated Five Year Plan for 2005-09. The following <br />19F-1 <br />
