Plan also estimates that 22,511 housing units in the City are in substandard condition (i.e., <br />either overcrowded or have incomplete plumbing or plumbing facilities). <br />To address these "worst-case housing" needs the City supported the following program <br />activities: <br />^ The Housing Authority of the City of Santa Ana provided rental assistance to lower income <br />households in the community. During the report period, approximately 2,540 households <br />were assisted with housing vouchers, valued at approximately $24.4 million for the fiscal <br />year. Between October 1, 2007 and November 30, 2007, the Authority accepted new <br />applications. During this time 9,465 applications were received. <br />^ During the 2008-2009 report period, the City utilized public resources to assist with the <br />rehabilitation of ten rental-housing units. The rehab of these units was funded with HOME <br />resources. All of these units have restricted rents that are affordable to lower income <br />households. <br />^ The City also continued to utilize CDBG funds to support its proactive Code Enforcement <br />program. During the report period Community Preservation program staff responded to <br />8,930 violations covering 6,046 residential units (4,960 single-family and 1,086 multi-family). <br />These investigations resulted in 560 Notice of Violations and 3,897 citations; the valuation <br />of improvements made by property owners directly linked to code enforcement activity <br />exceeded $584,293. <br />^ Homeless individuals are also considered to experience "worst-case housing" needs. <br />Determining the number of homeless in the City. is difficult at best. The City's 2005-2009 <br />Consolidated Plan estimated 1,804 homeless reside within the City. Recently, the County of <br />Orange estimated that over 34,898 homeless (and at-risk) individuals reside in the region. <br />During the 2008-2009 report period, Santa Ana continued to support numerous activities to <br />meet the needs of its homeless population. These activities are discussed in detail in the <br />Continuum of Care narrative below. <br />^ During the report period, 45 households were displaced as a result of two <br />City/Redevelopment-funded affordable housing projects. The City complied with all <br />applicable federal and state relocation laws to ensure displaced households were properly <br />compensated and housed. Additional relocation may be necessary next program year as a <br />result of new projects funded during the 2009-2010 report period. <br />4.
