^ Renter & owner households with incomes over 80% of area median income: <br />TABLE 9 <br />In addition to the housing accomplishments listed above, 55 Orange County households <br />living with HIV/AIDS were assisted with HOPWA-funded tenant based rental assistance <br />during the 2008-2009 report period. <br />2. NUMBER OF HOUSEHOLDS ASSISTED THAT MEET SECTION 215 DEFINITION OF AFFORDABLE HOUSING FOR <br />RENTAL AND HOME OWNERSHIP <br />In February 1998, a memorandum was issued by HUD that provided a definition of affordable <br />housing per Section 215 of Title 11 of the Cranston-Gonzalez National Affordable Housing Act <br />(the HOME Investment Partnerships Act). According to this memorandum, the definition of <br />Section 215 rental and homeownership housing is found in the HOME program regulations, 24 <br />CFR 92.252, and 24 CFR 92.254 respectively and required the following: <br />^ All HOME-assisted renter-occud units are subject to maximum rents, property standards, <br />and resident participation regulations. HOME agreement that incorporate the requirements <br />of 24 CFR 92.252. <br />^ All owner-occupied housing units purchased with HOME funds must be a primary residence <br />and are subject to a maximum purchase price and resale provisions. <br />While HOME funds were available during the report period for homebuyer assistance no <br />homebuyers accessed resources. If a homebuyer had been assisted, resale provisions that <br />comply with these HOME program regulations would have been incorporated into the City's <br />HOME-funded first-time homebuyer program documents and agreements. <br />3. SUMMARY OF EFFORTS TO ADDRESS "WORST-CASE HOUSING NEEDS" <br />HUD has defined worst case housing need as Low-Income households who pay more than 50% <br />of their income for housing, live in seriously substandard housing, are homeless, or have been <br />involuntarily displaced. Santa Ana's 2005-2009 Consolidated Plan identified 11,292 Santa Ana <br />households that pay more than 50% of their income for housing.
