E. OTHER ACTIONS <br />Z. ACTIONS TO ADDRESS OBSTACLES TO MEETING UNDERSERVED NEEDS <br />According to the City's 2005-2009 Consolidated Plan, Santa Ana's under-served include the <br />elderly/frail elderly, individuals with HIV/AIDS, individuals with physical or mental disabilities, <br />homeless, youth, and Extremely Low-Income households. During the report period, the City <br />continued its efforts to address the needs of these populations. These efforts include the <br />following: <br />The City continued support for housing for the elderly and frail elderly. The housing needs <br />of seniors are met though various means: there are 745 senior only units in various senior <br />housing projects throughout the City. Also, the SAHA reports it provided rental assistance <br />to 532 elderly households during the report period (plus an additional 1,036 disabled <br />households). The Council on Aging of Orange County's Linkages program ensured 47 <br />seniors had access to much needed referral and socialization services. Additionally, the <br />Community SeniorServ provided daily meals to 1,098 homebound seniors and seniors <br />utilizing the City's senior citizen centers. <br />^ As the administrator of HOPWA funds, the City continued its partnership with the County of <br />Orange to provide tenant based rental assistance and other forms of emergency <br />housing/utility assistance. One hundred twenty-three individuals were assisted during the <br />report period with homelessness prevention services. Additionally, HOPWA funds assisted <br />16 individuals with emergency housing (residential substance treatment) and 131 with <br />transitional housing; 55 households received long-terra tenant based rental assistance. <br />Since affordable housing opportunities for persons with HIV/AIDS are limited throughout <br />Orange County, Santa Ana staff continued efforts to develop permanent supportive housing <br />for persons with AIDS. HOPWA funds not expended at the end of the 2008-2009 report <br />period will be pooled with prior year development set-aside funds to support future <br />housing development. <br />• The 2005 - 2009 Consolidated Plan estimates there are 2,400 to 7,500 Santa Ana <br />households with physical or mental disabilities who are in need of supportive housing. <br />Building requirements for handicap-accessible units are costly. Due to these costs, <br />developers have been reluctant to undertake the construction of new handicap-accessible <br />units. Nonetheless, the City continued to encourage developers and property owners to <br />build or modify units to meet accessibility needs. As noted earlier in this report, one <br />housing unit rehabilitated during the report period included improvements to assist persons <br />with limited mobility. Additionally, the City entered into negotiations with a developer to <br />construct amulti-unit housing project for persons with disabilities. <br />Based on 2005 - 2009 Consolidated Plan data it is estimated there are 1,804 homeless <br />individuals in Santa Ana.
