H. SELF-EVALUATION <br />HUD requires that the City evaluate its annual accomplishments by comparing planned <br />activities versus actual outcomes, and to also evaluate if progress was made toward meeting <br />Consolidated Plan goals. To assist with this evaluation, HUD has suggested the City should <br />consider the following questions: <br />1. Are activities and strategies making an impact on identified needs? <br />Most activities funded with HUD and other public resources have made an impact during the <br />report period, for example: <br />^ The use of public funds helped to expand and preserve the City's affordable housing stock <br />by assisting 70 housing units during 2008-2009.9 The City's housing stock was also <br />preserved via the inspection of 6,046 housing units for code violations. While the City made <br />ADDI resources available to expand homeownership opportunities, no households accessed <br />funds. <br />^ The City's CoC system continued to address the housing and service needs of the City's and <br />the region's homeless families and individuals. Components of the City's system of care <br />carried out during the report period included supportive services, homelessness prevention, <br />emergency shelter, transitional housing, and access to permanent housing. The needs of <br />the homeless with special needs (e.g., victims of domestic violence, persons living with <br />HIV/AIDS, and the chronic homeless} were' also addressed try Santa Ana's CoC system. <br />These program efforts helped address priority needs identified in the City's Consolidated <br />Plan. <br />^ Various programs, including the Work Force Investment Act resources, addressed <br />employment training and job placement needs. The State designated Enterprise Zone, and <br />Redevelopment funded business attraction and retention programs also provided economic <br />opportunities to City residents. Additionally, during the report period, the City continued <br />implementation of its HUD-approved Empowerment Zone (EZ) strategy. <br />^ In order to meet the changing needs of the community, the City supported public services <br />and public facility improvement projects. Public services for lower income youth and <br />seniors help stabilize households by providing services such as medical/dental care, family <br />counseling, recreation, and nutrition programs. <br />e 60 single-family owner occupied and 10 multi-family housing rehabilitation projects were completed during the <br />report period -multi-family units. <br />33 <br />Draft 8/26/2009 <br />19F-39 <br />
