III. CDBG NARRATIVE STATEMENTS <br />A. ASSESSMENT OF RELATIONSHIP BETWEEN USE OF CDBG FUNDS AND PRIORITY NEEDS, GOALS AND SPECIFIC <br />OBJECTIVES IDENTIFIED IN THE CONSOLIDATED PLAN <br />The following narratives provide an overview of the City's actions during the report period <br />demonstrating the relationship between the expenditure of CDBG funds and efforts to address <br />priority needs, goals and objectives identified in the 2005-2009 Consolidated Plan. <br />1. RELATIONSHIP BETWEEN CDBG EXPENDITURES Hi HIGHEST PRIORITY ACTIVITIES <br />The City's 2005 - 2009 Consolidated Plan identified several high priority activities. During the <br />report period, the City allocated substantial resources to meet these high priority needs (i.e., <br />street and park improvements). Other high priority community needs undertaken during the <br />report period included anti-crime programs, youth services, senior services, and code <br />enforcement. CDBG funds also provided assistance for high priority homeless needs such as <br />transitional housing and homelessness prevention. EXHIBIT 6 provides a summary of 2008-2009 <br />accomplishments that address high priority needs. EXHIBIT 7 CDBG ACTIVITY SUMMARY REPORT <br />(GPR) provides detailed expenditure and accomplishment data. <br />T. CDBG FUNDS USED TO MEET AFFORDABLE HOUSING GOALS <br />Forty-two housing units were rehab~iiitated with CDOG funds during the report period. Incomes <br />of the households assisted by these programs are listed in below: <br />CDBG funding was also expended during the report period for the reconstruction of streets, <br />sidewalks and curbs in low- and moderate-income neighborhoods. These public facility <br />improvements are an important element in the comprehensive revitalization of lower income <br />areas and to enhance the housing resources of neighborhoods.
