V. HOPWA NARRATIVE STATEMENTS <br />A. Relationship of HOPWA Funds to Goals & Objectives <br />During the 2008-2009 report period the City of Santa Ana continued its efforts to implement <br />strategies to address the housing and supportive service needs of individuals living with <br />HIV/AIDS on a regional basis. As outlined in the Consolidated Plan, goals and objectives for <br />HOPWA resources are established via a countywide assessment process sustained by the <br />Orange County HIV Planning Council and managed by the City. Each year a planning session is <br />held by the City to prioritize the use of HOPWA funds and to provide the City direction and <br />support. ExHiBir4 provides summary goal attainment data. <br />B. Progress Toward Meeting affordable housing goals using HOPWA funds <br />Addressing the lack of housing for individuals with HIV/AIDS was identified as a primary goal for <br />the use of HOPWA funding. During the 2008-2009 report period the City continued to utilize <br />these limited resources to provide both short-term and long-term rental assistance. Short-term <br />assistance included one-time rent/utility payments and rent assistance for up to three months. <br />This type of assistance is critical to help stabilize a household facing an emergency or crisis <br />situations related to their HIV/AIDS. Longer-term rental assistance (i.e., Tenant Based Rental <br />Assistance) was also provided to those individuals and h©useholds living with HIV/AIDS that <br />were in a more stable situation yet needed financial assistance to maintain housing. Housing <br />placement services and life skills training was also made available to the regions HIV/AIDS <br />patients via HOPWA funding. For homeless individ als with HIV/AIDS, emergency shelter, <br />transitional housing and detox center residences were a so made available. ExHisiT4 provides a <br />summary of the City's efforts to meet the permanent housing (i.e., Tenant Based Rental <br />Assistance) and short-term/supportive housing service needs of the regions HIV/AIDS <br />population. <br />48 Draft 8/26/2009 <br />19F-54 <br />
