OVERCROSSING AT STATE <br />ROUTE 55 PROJECT 081730) <br />f ~''-~G <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Adopt a resolution authorizing: <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15t Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />• The Executive Director of the Public Works Agency to submit a grant <br />application for Phase I of the Alton Avenue Overcrossing at State <br />Route 55 (SR-55) Project (Project) for Transportation Investments <br />Generating Economic Recovery (TIGER) Discretionary funds under the <br />American Recovery and Reinvestment Act (ARRA) of 2009. <br />• The Mayor to execute the Certification stating that the infrastructure <br />investment received the full review and vetting required by law; and <br />it is an appropriate use of taxpayer dollars. <br />DISCUSSION <br />The United States Department of Transportation (USDOT) has issued a Notice <br />of Funding Availability for Supplemental Discretionary Grants for Capital <br />Investments in Surface Transportation Infrastructure under the American <br />Recovery and Reinvestment Act of 2009. One and one-half billion dollars are <br />available nationwide for highways or bridges, public transportation, <br />passenger and freight rail transportation, and port infrastructure <br />projects. The ARRA limits grants to $300 million and indicates that <br />priority will be given to projects that can be completed by February 17, <br />2012. <br />The City will be submitting an application for Phase I of the Alton Avenue <br />Overcrossing at SR-55 project totaling $35,000,000 for the right of way and <br />construction costs. The proposed improvements will ease traffic congestion <br />and consist of a new overcrossing at Alton Avenue and the SR-55 connecting, <br />the cities of Santa Ana and Irvine and widening Alton Avenue between Maple <br />Street and Halladay Street (Exhibit 1). <br />55A-1 <br />
