Progress Toward Meeting Goals and Obiectives <br />EXHIBIT 4 provides a summary of the City's progress toward meeting five -year goals. Since 2008- <br />2009 is the City's fourth year in the current Consolidated Plan five -year cycle, it is reasonable to <br />set a 80% goal attainment rate as a test for program progress (i.e., at the end of four years <br />programs should have met at least 80% of five -year goals). <br />With respect to ownership housing, after four years the City has only managed a 36.4% five - <br />year goal attainment rate (assistance for 568 units planned — 207 assisted through the 2008- <br />2009 program year). Similar to rental housing accomplishment trends, the five -year goal for <br />Extremely Low - Income homeowners has been exceeded after four years (assistance for 30 units <br />planned — 102 completed to date — 340.0% accomplishment rate). Furthermore, the City is on <br />track to meet the planned five -year goal for Very Low - Income homeowners (assistance for 90 <br />units planned — 74 assisted to date — 82.2% goal attainment); however, the City has only met <br />28.9% of its five -year goal for Low - Income owners and 36.4% for Moderate - Income owners. <br />The primary reason for these accomplishment trends is the fact that the City has focused its <br />limited housing resources on assisting households at the lowest income levels, which often <br />require a larger subsidy thus limiting resources to assist units for higher income households. <br />Furthermore, the vast majority of resources committed for rental housing have been utilized in <br />12 Draft 8/26/2009 <br />19F -18 <br />
