3. LOWER INCOME BENEFICIARIES <br />CDBG funds may be utilized to meet one of three national objectives: 1) elimination of slums <br />and blight; 2) urgent need, or; 3) benefit low- and moderate - income persons. Based on <br />information reported in the CDBG FINANCIAL SUMMARY REPORT (EXHIBIT No. 7), 100% of Santa <br />Ana's CDBG funds were spent to benefit Low- and Moderate - Income persons and households. <br />■ During the report period, the City funded several programs with CDBG funds that benefited <br />HUD - defined presumed beneficiaries (i.e., elderly, disabled adults, victims of domestic <br />violence, and the homeless). For these program clients, income documentation is not the <br />basis for program eligibility but rather the fact that they meet HUD's definition of a <br />presumed beneficiary. For programs not serving presumed beneficiary clientele, the City <br />required providers to obtain and document household size and income data .13 The City <br />conducted on -site monitoring of service providers to review the mechanism for determining <br />program eligibility. The City also conducted a spot check of files during monitoring visits to <br />verify correct data and information was utilized. <br />■ Public facility improvement projects were limited to HUD target neighborhoods. HUD <br />target neighborhoods have been identified by the U.S. Census Bureau as having a majority <br />of residents with incomes at 80% of median income or less. The map found in EXHIBIT 2 <br />identifies the City's CDBG Target Areas utilized during the 2008 -2009 report period. <br />■ The Planning and Building Agency was allocated approximately $1.7 million for code <br />enforcement activities. This program provided building and housing code inspections <br />throughout the City's CDBG eligible areas to ensure compliance with the Santa Ana <br />Municipal Code and also to ensure that health and safety standards were maintained in <br />13 The City requires that the validity of this information be confirmed by the service provider through an income <br />verification process or through client self - certification. <br />40 <br />19F -46 <br />Draft 8/26/2009 <br />
