Highlights of the presentation include: <br />COPS Hiring Recovery Program (CHRPJ application was recently <br />approved by the Federal government. <br />American Recovery and Reinvestment Act of 2009 <br />The COPS Office was appropriated $1 billion to create or save state, local, <br />and tribal law enforcement jobs. <br />^ The COPS Office received 7,272 applications totaling $8.3 billion and <br />requesting more than 39,000 law enforcement positions. <br />^ The requests far exceeded the funding available. <br />How was Santa Ana selected? <br />• Community Policing Philosophy <br />Collaboration with the community including non-profits and local <br />businesses <br />• Labor/crime statistics and economic factors <br />Community Policing Factors Considered by the COPS Office <br />^ The Santa Ana Police Department pioneered the Community Oriented <br />Policing philosophy in 1973 <br />Community Policing Factors Considered by the COPS Office <br />^ The Santa Ana Police Department adapted and institutionalized <br />Herman Goldstein's Problem Oriented Policing (POP) philosophy to <br />complement the Community Oriented Policing philosophy. <br />Community Policing Factors Considered by the COPS Otf<ce <br />^ Santa Ana Police Department's Technology-Assisted Policing (TAP) <br />further complements COP allowing analysis of crime data so actions <br />are based on timely statistical information. <br />Santa Ana Grant Award <br />^ The only city in Orange County awarded grant funds from the COPS <br />Hiring Recovery Program <br />^ Maximum amount awarded based on size of agency <br />^ $6.7 million = 18 officers for three years <br />^ No local match required for the three years <br />^ Required to retain the position fora 4~h year <br />Funding Restrictions <br />Funds are restricted to hiring new, additional officer positions including <br />to fill existing vacancies that are no longer funded in the police <br />department's budget <br />Funds restricted to rehire officers who are scheduled to be laid off `~ <br />CITY COUNCIL MINUTES LVb AUGUST 17, 2009 <br />
