Award a contract to All American Asphalt, the lowest responsible <br />bidder, in accordance with unit bid prices for the base bid in the <br />estimated amount of $3,216,841 for construction of Residential Street <br />Repair - Phases 7 and 8. <br />2. Approve a Funding Analysis with a total estimated construction cost <br />of $4,021,000. <br />DISCUSSION <br />This project is part of the City's $100 million investment to rebuild <br />neighborhood streets throughout the city. Segments of local streets <br />north of MacArthur Boulevard and east of Bristol Street have been <br />identified as high priority for rehabilitation in the City's pavement <br />management system (Exhibit 1). The pavement is deteriorating due to <br />weather, age, and heavy usage. Some of the adjacent curbs, gutters, <br />sidewalks, cross gutters, and wheelchair ramps are also in various <br />states of disrepair and require replacement. <br />This project provides for recycling of existing asphalt pavement with <br />the cold-in-place recycling process, construction of asphalt concrete, <br />and replacement of damaged concrete curbs, gutters, sidewalks, and curb <br />ramps. Once completed, these improvements will enhance the ride <br />quality, surface drainage, and appearance of the neighborhoods. <br />The Notice Inviting Bids was advertised on August 14 and 17, 2009, and <br />bids were opened on September 3, 2009. A summary of the bid invitations <br />mailed, the bids received, and the bid results follows. <br />23C-1 <br />
