Award a contract to I.C.E. Engineering, Inc., the lowest responsible <br />bidder, in accordance with unit bid prices for the base bid in the <br />estimated amount of $726,208 for construction of Flower Street Bike <br />Trail Extension, Phase 1, from Union Pacific Railroad to MacArthur <br />Boulevard. <br />2. Approve a Funding Analysis with a total estimated construction cost <br />of $931,900. <br />DISCUSSION <br />The Flower Street Bike Trail Extension project has the potential to <br />increase bicycle commuting. The first phase of this project will make <br />strides towards providing a connection between the Alton Bike Trail and <br />the Sunflower Avenue Bike Trail, providing bicycle access to the South <br />Coast Metro business park and connection to Santa Ana's Golden Loop trail <br />system (Exhibit 1). <br />The project consists of asphalt paving, installing guard cable and <br />wrought iron fences along the channel, installing a drainage system, <br />signing and striping, landscaping, and irrigation using reclaimed water. <br />Once completed, the bike trail will provide safety and security to <br />pedestrians and bicyclists. <br />The Notice Inviting Bids was advertised on August 12 and 14, 2009, and <br />bids were opened on September 4, 2009.
