REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 2, 2009 <br />TITLE: <br />AMENDMENT TO THE FEDERAL CITIZEN <br />PARTICIPATION PLAN <br />~`" , <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15t Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Approve the Amendment to the Citizen Participation Plan and authorize the <br />submittal to the U.S. Department of Housing and Urban Development. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION ACTION <br />At its Regular Meeting of October 20, 2009, the Community Redevelopment <br />and Housing Commission recommended that the City Council approve the <br />Amendment to the Citizen Participation Plan and authorize the submittal to <br />the U.S. Department of Housing and Urban Development by a vote of 4:0. <br />DISCUSSION <br />The Community Development Agency receives funding from various formula <br />grant allocation programs through the Department of Housing and Urban <br />Development (HUD). These programs include the Community Development <br />Block Grant (CDGB), the HOME Investment Partnership Grant (HOME), the <br />Emergency Shelter Grant (ESG), and the Housing Opportunities for Persons <br />with AIDS (HOPWA) Grant. <br />Prior to 1995, each of these programs required separate application and <br />reporting procedures. Beginning in 1995, HUD required the submission of <br />the Consolidated Plan, which is a five-year comprehensive planning <br />document and application for all of these programs. It describes a <br />strategy to meet the needs of the community and identifies resources and <br />programs that can be used to address them. The Citizen Participation <br />Plan (Exhibit 1) is a component of the Consolidated Plan that describes <br />the means that the City will use to involve the public in its creation <br />and in the creation of strategies for using federal grant funds to meet <br />housing and community needs. With the dissolution of the Human Relations <br />Commission the Citizen Participation Plan needed to be modified with <br />19E-1 <br />
