Amendment to the Federal Citizen <br />Participation Plan <br />November 2, 2009 <br />Page 2 <br />respect to how CDBG public service recommendations and ESG <br />recommendations would be formulated. <br />HUD regulations require that the Citizen Participation Plan Amendment be <br />available for a 30-day public review period prior to being finalized to <br />provide the residents of the jurisdiction the opportunity to offer <br />comments. On September 17, 2009, notification was published in the <br />Orange County Register that the draft plan was available for review <br />beginning September 18, 2009, and that the public hearing would be held <br />on October 20, 2009. It was also noticed in the La Opinion and the Nguoi <br />Viet News as well as on the City's website. The 30-day public comment <br />period concluded on October 19, 2009. In accordance with Federal <br />regulations, all neighboring jurisdictions were also informed of the <br />draft's availability for review. All comments received have been <br />included in the final document, which will be submitted to HUD. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />Cynth a J.
