Authorize the Executive <br />Community Services Agency <br />Works Agency to submit th e <br />for funding consideration <br />DISCUSSION <br />Director of the Parks, Recreation and <br />and /or the Executive Director of Public <br />Flower Street bike trail extension project <br />under the Bicycle Transportation Account. <br />On September 25, 2009 Caltrans issued a call for Bicycle Transportation <br />Accounts (BTA) applications for Fiscal Year 2009 -2010. As part of this <br />call the City is requesting authorization to submit one project for the <br />Flower Street bike trail extension from MacArthur Boulevard to Sunflower <br />Street. The project involves bike trail realignment and reconstruction <br />as well as fencing and landscaping (Exhibit 1). <br />One of the evaluation criteria for the grant application requires the <br />City have an adopted Bicycle Transportation Plan (BTP) that is <br />consistent with the Streets and Highways Code, California Bicycle <br />Transportation Act, and Sections 890 -894.2 of the California Streets and <br />Highways Code. The City's Bikeway Master Plan, as approved in the <br />General Plan Circulation Element by the City Council in 1998, contains <br />only some of the criteria required by the BTA. However, the City has the <br />option of using the countywide Orange County Transportation Authority <br />(OCTA) Commuter Bikeway Strategic Plan (CBSP). <br />The CBSP meets all of the legislated requirements, however some minor <br />modifications will be needed to be consistent with the City's Bikeway <br />Master Plan. These modifications include bikeways that were not <br />incorporated in the CBSP, listed in detail in the attached Addendum. The <br />City adopted the previous CBSP plan published in August 2001 under the <br />55D -1 <br />
