The CBSP was recently updated and adopted by OCTA's <br />Board of Directors in May 2009. <br />With the necessary modifications, staff is recommending adoption of the <br />Orange County Transportation Authority Commuter Bikeway Strategic Plan <br />as the City of Santa Ana Bikeways Strategic Plan and approval to submit <br />BTA grant applications for funding. OCTA has reviewed our plan and <br />concurs with our changes. <br />Once Council adopts the resolution adopting OCTA's modified CBSP the <br />City will submit an application for the Flower Street bike trail <br />extension. <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act, the <br />proposed adoption of the CBSP has been determined to be adequately <br />evaluated in the previously prepared Environmental Impact Report 97 -02. <br />Environmental review for the Flower Street bike trail extension will be <br />conducted if funding is received and presented to the City Council when <br />the construction contract is awarded. <br />FISCAL IMPACT <br />There is no fiscal impact adopting OCTA's CBSP. <br />For the Flower Street bike trail extension the City will need to provide <br />10 percent matching funds and the Bicycle Transportation Account will <br />provide 90 percent of the funding for any project that is approved for <br />funding. The Flower Street Bike Trail Extension total cost is $838,107 <br />and the City's 10 percent match is $83,811.
