Approximately 13,000 of these homeless individuals are children, 8,736 are
in K-12.
The mission and purpose of SAHLOP is to increase direct legal access to legal services for the homeless in
Santa Ana. It does so by collaborating with all interested local agencies that offer services
to the homeless.
SAHLOP will provide direct legal services to approximately 61 homeless clients during the next fiscal year.
SAHLOP will provide services onsite at the Mental Health Association (MHA), Homeless Court, the Community
Court, and any other Santa Ana based agencies as needed.
SAHLOP will assist individuals and families who are homeless or are at risk of becoming homeless, by referring
them to partnering agencies that provide services, such as food, housing, psychological/medical treatment,
employment counseling, and/or job training.
Additionally, SAHLOP will provide legal training to the staff of agencies where the homeless traditionally go for
assistance. This will assist with understanding potential legal issues faced by the homeless population so they
can provide immediate referrals to SAHLOP.
Through SAHLOP, Santa Ana's homeless population has direct access to the staff via walk-ins or phone contact.
Most non -homeless clients served by LASOC must have initial contact through a telephone hotline system for
screening and eligibility purposes. Due to the volume of calls, there can be a wait time during peak hours before
speaking with a Hotline paralegal.
Schedule of Performance
Estimate the number of unduplicated Santa Ana residents to be served by the funded program during the 12-month
contract period per quarter.
